West Charged with Assaulting His Father and a Deputy

September 9, 2019
By: Dwayne Page

An Alexandria man is charged with assaulting his father and the deputy who was trying to arrest him.

28 year old Andrew Dayton West of Tramel Branch Road will be in court on September 19 for assault, aggravated assault (domestic related), and resisting stop, frisk, halt, arrest, or search. His bond totals $11,500.

Sheriff Patrick Ray said that on September 7 a deputy was dispatched to the West home due to a possible physical domestic between a father and son.

Upon arrival the deputy spoke with West’s father who said that his son (Andrew) had grabbed him by the throat trying to strangle him and he slammed his head into a car window. The victim said he became dizzy from the assault and almost passed out as his son was trying to strangle him. The victim  had red marks on the side of his neck and he complained that his throat was hurting and that he had a hard time swallowing.

As the officer confronted Andrew in the back yard, he became irritated and charged toward the deputy swinging his arms in an attempt to hit him. The deputy stepped back to avoid being hit in the face but he was struck on the arm. While being placed under arrest, Andrew continued to be hostile toward the officer and tried to pull his hands away to keep from being handcuffed.

An inmate has been charged with injuring another prisoner in an assault at the jail

38 year old Jerry Shawn Kelsey of Sparta, charged with assault, is under a $3,500 bond and he will be in court September 19.

Sheriff Ray said that on September 5 Kelsey assaulted another inmate causing bodily injury and resulting in the victim having to be transported to  the hospital. Jail surveillance video showed that Kelsey was the aggressor in the assault.

63 year old Johnny Wayne Trapp of Holmes Creek Road, Smithville is charged with public intoxication. His bond is $1,500 and he will be in court December 5.

Sheriff Ray said that on September 3 a deputy responded to Sparta Highway due to a man possibly intoxicated who was observed lying in a ditch. Upon arrival the officer found the man, Trapp lying on the side of the road. He appeared to be intoxicated. Trapp was arrested because of the possible danger to himself and the public.

Board of Education In Search of Property for New School Now Accepting Proposals from Landowners (View PDFs of Request for Proposal here)

September 8, 2019
By: Dwayne Page

The DeKalb County Board of Education is getting serious about its search for property to build a new school to replace Smithville Elementary.

In a formal notice released Friday, the Board is actively requesting proposals from the public for the purchase of property.

If you own 25-100 acres within the City of Smithville or within five miles of the City in DeKalb County, the Board wants to know if you would like to sell your property for the purpose of building an elementary school. The property should have favorable topography, good vehicle access, and be accessible to sewer, water, and natural gas services.

Prospective bidders may pick up an RFP (Request for Proposal) packet from the DeKalb County Board of Education. A proposal form is also attached here.

Request for Proposal

Sealed proposals are being accepted until 10 a.m. Thursday, September 26 in the office of the County Mayor at the courthouse, public square, Smithville and will be opened publicly at that time. Such proposals would not only have to be reviewed by the Board of Education but also by the County Commission’s Purchasing Committee.

The Board of Education reserves the right to reject any and all proposals and waive any irregularities for the purpose of ensuring that the award given is in the best interest of DeKalb County. Any proposals received after the scheduled closing time for receipt of proposals will be returned unopened.

Although the Board of Education months ago settled on the model for a new Pre-Kindergarten to 2nd grade school to replace Smithville Elementary it has not yet nailed down just where to build it.

Initial plans were to place the new 98,000 square foot school on the same property with Northside Elementary but the board’s architect, Upland Design Group suggested that it might be a tight fit unless adjacent land could be acquired and while the Director of Schools and Board members have had discussions with the neighboring landowner they have not come to terms with him.
