City to host Groundbreaking Wednesday for Splash Pad followed by Special Meeting of Mayor and Aldermen

Youngsters will soon have a new place to go for summer fun.

A groundbreaking is scheduled for Wednesday, March 23 at 5:30 p.m. at Green Brook Park for the new 2,400 square foot splash pad which should be completed and up and running by May.

In November, the aldermen awarded a bid to Aquatix of Cookeville at $172,976. To pay for it the aldermen adopted a budget amendment authorizing an expenditure of up to $173,000 for the splash pad. The money for the project will be taken from the city’s unreserved fund balance.

Meanwhile the Smithville Mayor and Aldermen will have a special meeting Wednesday, March 23 at 6 p.m. at city hall to adopt on second and final reading a $40,000 budget amendment to resurface the city tennis courts and to award a bid. The funds for the project will come from the city’s share of federal American Rescue Plan Act money.

The board will also consider adopting a resolution authorizing the Upper Cumberland Development District to apply for a Community Development Block Grant for sewer rehab.

A representative from Water Leak Relief, Inc will address the Board about possible water leak insurance for Smithville water customers.




Shan Stout named Director of Tourism for the Putnam County Visitors Bureau

Shan Stout has been named Director of Tourism for the Putnam County Visitors Bureau effective Monday, March 21.

Stout comes to the Chamber team with a foundation of experience and expertise in non-profit, serving as the Regional Director of Marketing for Ascension Saint Thomas Health along with managing their hospital volunteer program across five Ascension locations in Middle Tennessee. Along with her background in non-profit work, she also brings an extensive knowledge of educational media, public speaking and tourism efforts across the state.

“We are thrilled to add someone of Shan’s caliber to our team at the Chamber,” said Amy New, President and CEO of the Cookeville-Putnam County Chamber of Commerce. “We know her knowledge, experience, and overall collaborative and positive attitude towards all things tourism will be beneficial not only to regional tourism stakeholders but to our organization as a whole.”

In her new role, Stout will be responsible for the overall management of the Putnam County Visitors Bureau including partnerships with hospitality partners from hotels, attractions and restaurants, media relations management along with planning and overall marketing, sales and public relations functions of the program.

“It is such an honor to be chosen for this role,” said Stout. “I have a long running passion for tourism, along with a deep love and understanding of what the Chamber does for our communities. My mother is the longtime Chamber Director for DeKalb County, and it has been my privilege to help support her efforts over the years. This type of work has become second nature to me. I look forward to supporting the vision of tourism across Putnam County in the coming months and am excited to join such a hardworking and innovative team.”




State Lawmakers to honor DCHS Valedictorian and Salutatorian

State Senate Joint Resolutions honoring DeKalb County High School Class of 2022 Valedictorian Isabella France and Salutatorian Jacey Hatfield have been introduced in the Tennessee General Assembly by State Senator Mark Pody.

The resolutions are expected to be adopted by both the State House and Senate and signed by the Governor.

The Resolution honoring and recognizing France states as follows:

“A RESOLUTION to honor and recognize Isabella France, 2022 Valedictorian of DeKalb County High School.

WHEREAS, it is fitting that we should pause to pay tribute to those students who, through their natural talents and unflagging commitment to academic excellence, have distinguished themselves in the classroom; and WHEREAS, Isabella France is one such exceptional student, who was recently named Valedictorian of the 2022 graduating class at DeKalb County High School; and

WHEREAS, through diligent study, steady composure during examinations, and steadfast commitment of time and talent, Ms. France has achieved outstanding academic success and joined the ranks of the best and brightest students in Tennessee and our country; and

WHEREAS, in her remarkable high school career, Isabella France has earned an exemplary grade point average while participating in numerous extracurricular activities; she is a member of Future Business Leaders of America, Fellowship of Christian Athletes, Literature Club, Service Society Club, Beta Club, HOSA, and Science Club and has been a cheerleader since the age of eight; and

WHEREAS, in addition to her academic excellence, Ms. France commits her time to a number of community pursuits, including distributing meals to those in need, helping her elders get groceries, and participating in the maintenance of her school’s appearance; and

WHEREAS, her noteworthy accomplishment is a tremendous source of pride for her parents, Kim Frazier and Tim France, her school, and her community; and WHEREAS, Isabella France’s display of intellectual aptitude and ambition surely bodes well for her future success; and

WHEREAS, Ms. France’s dedication to excellence is clearly deserving of the respect, admiration, and commendation of the members of this General Assembly; now, therefore,

BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED TWELFTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF REPRESENTATIVES CONCURRING, that we hereby commend and honor the 2022 DeKalb County High School Valedictorian, Isabella France, on her impressive academic achievement and extend to her our best wishes for a happy, successful future”.

WHEREAS, Jacey Hatfield is one such exceptional student, who was recently named Salutatorian of the 2022 graduating class at DeKalb County High School; and WHEREAS, through diligent study, steady composure during examinations, and steadfast commitment of time and talent, Ms. Hatfield has achieved outstanding academic success and joined the ranks of the best and brightest students in Tennessee and our country; and

WHEREAS Jacey Hatfield’s display of intellectual aptitude and ambition surely bodes well for her future success; and
