City delays action on CDBG Recovery Housing Grant Application after Public Hearing (View video here)

The Smithville Mayor and Aldermen held a public hearing Monday night on a proposal by the Upper Cumberland Development District to apply, on behalf of the city, for a Community Development Block Grant for transitional Recovery Housing for females including women with children. The program would be administered by the Upper Cumberland Human Resource Agency in partnership with the City of Smithville. No action has yet been taken to move forward.
If approved the grant would fund a transitional housing program, similar to the Emmanuel House in Carthage, for up to twelve women in recovery from substance abuse.
UCDD and UCHRA Executive Director Mark Farley, who first brought the proposal to the mayor and aldermen last month provided more details about it Monday night. In addition to the mayor and aldermen, two citizens, Marsha Darrah and Bert Driver raised questions about the program while another resident, Meisha Johnson spoke in support of the concept.
The aldermen tabled action on a resolution seeking the grant until a workshop and special meeting on April 21. If the city approves, the grant application has to be filed by April 29.
Two days remain to qualify for August 4th Municipal and State Primary Elections

Only two days remain for persons to get their names on the ballot for the August 4 municipal elections and the Tennessee Democratic and Republican Primaries for state and federal offices.
The deadline to qualify for the races is 12 Noon on Thursday, April 7.
City elections will be held in Smithville, Alexandria, Liberty, and Dowelltown.
Eighteen persons have been issued qualifying petitions by the DeKalb County Election Commission for municipal elections.

A mayor and two aldermen will be elected in Smithville on Thursday, August 4th. Each term is for four years.
In Alexandria, voters will elect a Mayor to a full four-year term, three Aldermen each to a full four-year term; and two Aldermen to fill unexpired terms.
Liberty voters will elect a Mayor to a full four-year term and five Aldermen each to a four-year term.
In Dowelltown, two Aldermen will be elected each to a full four-year term.

Three picked up on Grand Jury Sealed Indictments

More than 40 people indicted by the DeKalb County Grand Jury last Monday, March 28 appeared for arraignment in DeKalb County Criminal Court on Monday, April 4 including three named in sealed indictments.
34-year-old Derrick Wade Goolsby of College Street, Alexandria is charged in a sealed indictment with possession of methamphetamine with intent to manufacture, sell, or deliver (2 counts). His bond is $80,000.
34-year-old Molly Sue Lawrence of Page Drive, Smithville is charged in a sealed indictment for possession of a schedule I drug (Heroin) (6 counts) with intent to manufacture, sell, or deliver and possession of a schedule II drug (Fentanyl) (2 counts) with intent to manufacture, sell, or deliver. Lawrence was also indicted on separate counts of possession with intent to sell or deliver a schedule II drug (Cocaine) in an amount under 0.5 grams, possession with intent to sell or deliver a schedule I drug (Acetylfentanyl), possession with intent to sell or deliver a schedule II drug (Fentanyl), and possession with intent to sell or deliver a schedule II drug (Methamphetamine) under 0.5 grams. Her bond is $85,000.
40-year-old Melissa Ann Farley of Oak Street Smithville is charged in a sealed indictment with possession of methamphetamine with intent to manufacture, sell, or deliver over 0.5 grams (2 counts). Her bond is $40,000.
Meanwhile, 25-year-old Ronald Barbosa Gutierrez of Poplar Street, Smithville is charged with domestic assault. His bond is $3,500 and he will make a court appearance April 14.
Sheriff Patrick Ray said that on March 31 Gutierrez intentionally assaulted his girlfriend by hitting her in the right eye and on the right side of the face. The woman came to the sheriff’s office to report the incident stating that she and Gutierrez got into a verbal argument which turned physical when he struck her in the face several times causing bruising to the right side of the face.
