Mother and Father Charged with Four Counts of Child Abuse or Neglect

A man and woman are charged with the alleged child abuse or neglect of their four children.

21-year-old Kammi Dawn Horton and 22-year-old Takota Chayton Prinsloo of Antioch Road, Smithville are each under a $30,000 bond on four counts of child abuse or neglect and they will be in court on August 22.

Sheriff Patrick Ray said that on August 8 Horton was asleep when she and Prinsloo left their two sons and two daughters unattended and in poor housing conditions that affected the children’s health and welfare.

40-year-old Jackie Marie Goff of Four Seasons Road, Smithville is charged with resisting stop-frisk-halt-search- or arrest and disorderly conduct. She was also issued a citation for possession of drug paraphernalia. Her bond is $5,000 and she will be in court August 22.

Sheriff Ray said that on August 11 Goff attempted to evade law enforcement and refused to heed verbal commands to stop. Later when officers tried to place her under arrest, Goff continued trying to resist and refused to put her hands behind her back.

The disorderly conduct charge alleges that Goff intentionally caused annoyance and alarm to citizens on a public roadway by screaming and cursing while residents were outside of their home. Goff also allegedly caused hazardous conditions by sitting and running in the road causing motorists to have to stop and drive around her.

Sheriff Ray added that after Goff was arrested a glass pipe believed to be used to smoke methamphetamine was recovered during a search of her property. A plastic straw was also found on her during a pat down search.

A DeKalb County student was recognized at the 2024 TNSTRONG Youth Summit held July 21 to July 23, 2024, in Chattanooga which provided 523 participants from across Tennessee with an opportunity to learn from leading tobacco prevention experts and to network with like-minded peers.

The Summit’s goal was to fuel and equip participants to reach peers and adults in an ongoing effort to protect people from the harmful effects of tobacco use.

During the three-day Summit, youth had the opportunity to participate in a poster display contest featuring the theme, Lead the Community, Be the Positive Impact, to showcase the impact of tobacco prevention, advocacy, policy, community activities, and products in Tennessee.

A total of 13 contestants entered with awards given for 1st, 2nd, and 3rd place, based on content, grammatical mechanics, and appearance with an emphasis on creatively representing the theme. An overall Fan Favorite Winner was selected by all youth attending the Summit.

Zoie Chandelkar of Cheatham County placed 1st in the poster contest highlighting her work to reduce the risk of tobacco usage and vaping, promoting the TNSTRONG program, TNSTRONG Ambassador program, and educating others on the effects of smoking on health.

Spencer Burns of Dyer County won 2nd place with his poster that featured the work of three Dyer County teams who pledged to become Nicotine Free Teams and presented future Nicotine Free Team ideas.

Christian Cripps of DeKalb County was the 3rd place winner and showcased efforts to place Tobacco Free School signs in all DeKalb County schools, a project which will be completed after this summer.

The Fan Favorite Winner was Chloe Zheng of Putnam County with a Hollywood-themed poster emphasizing seven steps to tobacco-use prevention.

The mission of the Tennessee Department of Health, tn.gov/health, is to protect, promote, and improve the health and well-being of all people in Tennessee.
