Revenue Collections Continue Upward Trend In County Clerk Office

Revenue collections in the County Clerk’s Office are trending upward.

In his annual report, County Clerk James L. (Jimmy) Poss said this past fiscal year which ended June 30, 2021 proved to be another productive one.

“Motor vehicle transactions alone increased by 3,634 from 2019 to 2021 going from 23,135 in 2019 to 26,118 in 2020 and 26,769 through June 30, 2021,” said County Clerk Poss.

“For the past five years revenue collections have maintained consistent growth. In 2016 annual receipts were $1,407,473.80; 2017 – $1,621,099.18; 2018 -$1,779,622.48; 2019 – $1,834,038.60; 2020 $1,928,076.43 ; and we receipted $2,530,491.36 through the end of the 2021 fiscal year,” reported Poss.

Excess fees also grew. In 2019 $173,711.02 was deposited and that jumped to $183,915.29 In 2020 and to $227,701.06 through June 30, 2021.

Over the last eight years, title production numbers have increased significantly. According to County Clerk Poss, a total of 2,897 titles were issued locally in 2013 but by 2015 the number almost doubled to 5,589 and reached an average for 2017, 2018 & 2019 of 6,104 titles. We saw an increase in 2020 to 6,686 and the number of new titles issued jumped again through June 30, 2021 closing the fiscal year at 7,237. We now consistently print more than double the titles annually from eight years ago,” said Poss.

The Driver License/ID Renewal Kiosk has also become a popular service with the public.

“During my first year in office and second year of the Kiosk in 2014, DeKalb County completed only 502 transactions but by 2019 that number had grown to 3,340. Although this machine is designed to be for self-service use, a majority of the transactions require assistance for patrons to successfully complete the process and we are glad to help. The machine itself also requires frequent updates and maintenance from the Tennessee Department of Safety and Homeland Security to keep it in proper working order,” said County Clerk Poss.

While revenue is important, Poss said so is service and he and his staff strive to deliver a variety of accommodations to the public.

“As a courtesy, our office provides multiple services daily without receiving additional fees. Simply meaning the DeKalb County Clerk’s Office receives no payment or office fees for providing a number of services such as completing particular tasks at the kiosk, computer assistance completing driver license reinstatement payments, fines and handgun carry renewals, obtaining FEIN numbers, filing 2290 forms required for federal heavy vehicle use tax on all plates exceeding 55,000 pounds, filing and paying business tax renewals, and monthly filing and paying sales and use taxes. These and various other tasks are performed daily as a courtesy to our citizens,” County Clerk Poss concluded.

DeKalb County Schools will re-open with student registration on Monday, August 2.

The first full day of school will be Wednesday, August 4.

A system-wide in-service for all staff will be Tuesday, July 27 and at the individual schools Wednesday and Thursday July 28 & 29. An administrative day for teachers only will be Tuesday, August 3.

The 1st 9 weeks of school ends October 1. Report cards will be released October 7. A Parent-teacher conference at DCHS will be October 19 and at DMS,NES,SES & DWS October 21 from 3-6 p.m.

The 2nd 9 weeks of school ends December 17. Report cards will be released January 4.

The 3rd 9 weeks of school ends March 11. Report cards will be released March 17 Parent-teacher conferences will be March 22 at DMS,NES,SES, & DWS and March 24 at DCHS from 3-6 p.m.

The 4th 9 weeks of school ends May 23.

Schools will be closed for the following:

Labor Day, September 6

Fall Break October 11-15

Thanksgiving November 22-26

Christmas Break December 20-31 (Friday, December 17 to be an abbreviated day) (Monday, January 3 a stockpile day- no school for students) (Students return to school Tuesday, January 4)

A man is facing a contraband charge after tossing a cigarette to an inmate during court.

21 year old Robert Stephen Derrick of Toad Road, Dowelltown is under a $7,500 bond on a charge of contraband in a penal institution. He also has a failure to appear warrant against him for an earlier offense of leaving a treatment facility before being discharged. He will be in court on the contraband charge July 29. Derrick is being held without bond for the failure to appear and will answer to that warrant in court on August 23.

Sheriff Patrick Ray said that on July 15 while in the General Sessions courtroom, Derrick was observed throwing something to a DeKalb County inmate who was also present in the courtroom. It was found to be a tobacco cigarette intended for a prisoner at the jail.

A Woodbury man will be in court this week after being arrested for breaking into a building on Sparta Highway in May.

21 year old Nicholas Miles Herlong of Woodbury is charged with burglary and vandalism. His bond totals $12,500 and his court date is July 29.

Sheriff Ray said that on May 15 Herlong broke out several windows before entering the building but was later caught within one mile of the scene by law enforcement. Herlong was bleeding heavily from his arms upon his arrest and blood stains were found in the building he is charged with breaking into.

28 year old Dalton Grady Moore of Cookeville is charged with driving under the influence. His bond is $2,500 and he will be in court July 29.

Sheriff Ray said that on July 13 a deputy spotted a gold Toyota traveling west on West Broad Street leaving its lane of travel several times. He conducted a traffic stop and spoke with the driver, Moore who was fidgety and appeared to be under the influence. Moore submitted to but performed poorly on field sobriety tasks. He also refused to give a blood sample so a search warrant was obtained for a blood draw from him. Moore admitted to having used marijuana prior to getting behind the wheel to drive.

24 year old Braxton Kain Bennett of Smith Road, Smithville is charged with assault. His bond is $4,500 and he will make a court appearance September 30.

Sheriff Ray said that on July 7 Bennett, while incarcerated in the DeKalb County Jail was observed on surveillance camera getting into a physical altercation with another inmate inside the jail annex cell. Bennett slammed the other inmate to the floor resulting in an injury to the back of his head. Bennett then struck the victim in the face once with his right hand. The injured inmate was transported to the emergency room of the hospital for treatment.

46 year old Kevin Donald Bogle of Fuston Hollow Road, Alexandria is charged with simple possession of a schedule I drug. His bond is $3,500 and he will be in court August 5.

Sheriff Ray said that on July 16 a deputy was on Allen Ferry Road when he spotted Bogle operating a jeep knowing that he did not have a valid driver license. The officer stopped the vehicle and spoke with Bogle who admitted that he had syringes in the jeep. Prior to his arrest, Bogle was searched and found in his left pocket was a white waxy substance believed to be Heroin.

30 year old Jerry Wayne Perry of King Ridge Road, Dowelltown is charged with driving under the influence. His bond is $2,500 and he will make a court appearance August 12.

Sheriff Ray said that on July 17 a deputy received a phone call about a stranded motorist on Cookeville Highway past Big Hurricane Road. Upon arrival the officer spoke with Perry, the motorist. Perry said he had driven the vehicle from the Shell station at Silver Point to this location. Perry had a strong odor of alcohol on him and his speech was slurred. He also admitted to having consumed a shot of moonshine twenty minutes prior to the officer’s arrival. Perry submitted to but performed poorly on field sobriety tasks. He was then placed in custody.
