County Clerk Reports Another Productive Year

Fiscal Year ending June 30, 2022 has proven to be another productive year for the DeKalb County Clerk’s Office.

Motor vehicle transactions continue an increased trend annually.

“In 2019 our office completed 23,135 transactions compared to 26,118 in 2020, 26,769 in 2021, and 27,397 ending fiscal year June 30, 2022,” said County Clerk James L. (Jimmy) Poss.

Revenue collections have maintained consecutive growth for several years.

“In 2017 annual receipts were $1,621,099.18; 2018 -$1,779,622.48; 2019 – $1,834,038.60; 2020 $1,928,076.43; 2021 $2,530,491.36; and 2022 $2,843,272.51 were receipted,” Poss continued.

Excess fees continued to grow.

“In 2019 $173,711.02 were deposited but that increased to $183,915.29 in 2020 and averaged $227,372.20 for both 2021 and 2022,” said County Clerk Poss.

Title production has also maintained consistent increases for several years.

“In 2013 the office issued locally only 2,897 but by 2015 the number almost doubled to 5,589. In 2017, 2018 & 2019 each year had doubled averaging 6,104 titles. In 2020 the numbers increased to 6,686 and averaged 7,005 for both 2021 and 2022 in the number of titles issued locally. We now consistently print more than over double the titles annually from 8 years ago,” Poss said.

While revenue is important, Poss said so is service and he and his staff strive to deliver a variety of accommodations to the public.

“As a courtesy, our office provides multiple services daily without receiving additional fees. Simply meaning the DeKalb County Clerk’s Office receives no payment or office fees for providing a number of services such as completing particular tasks at the kiosk, computer assistance completing driver license reinstatement payments, fines and handgun carry renewals, obtaining FEIN numbers, filing 2290 forms required for federal heavy vehicle use tax on all plates exceeding 55,000 pounds, filing and paying business tax renewals, and monthly filing and paying sales and use taxes. These and various other tasks are performed daily as a courtesy to our citizens,” County Clerk Poss concluded.

A total of 889 people has cast ballots during early voting through Wednesday for the August 4 elections including 853 in person and 36 by absentee. From the total, 713 have voted in the Tennessee Republican Primary and 137 in the Tennessee Democratic Primary while 39 have voted only in the General Election without participating in either state primary.

The municipal election turnout through five days (Friday-Wednesday) is as follows: Smithville Municipal Election- 236; Alexandria 30, Liberty 15, and Dowelltown 12.

The Wednesday (July 20) turnout is as follows:

Smithville (Courthouse): 123 total including 121 in person and 2 absentees, 105 (GOP Primary), 16 (Democratic Primary), 2 (General Election Only), 38 (Smithville Municipal Election), 3 (Liberty Municipal Election, 0 (Alexandria Municipal Election), 2 (Dowelltown Municipal Election).

Early voting times through July 30 are as follows at the DeKalb County Courthouse in Smithville: Mondays 1 p.m. to 5 p.m.; Tuesdays 9 a.m. until 1 p.m.; Wednesdays 9 a.m. until 1 p.m.; Thursdays 2 p.m. to 6 p.m.; Fridays 9 a.m. until 1 p.m. and Saturdays 9 a.m. until Noon. Early voting will also be held again in the western part of the county on a limited basis. The DeKalb County Fairgrounds will be the site of early voting on July 25 from 9 a.m. until 11 a.m. Each early voting site is for any properly registered DeKalb County voter.

A Lebanon man has been indicted in a child sex case.

34-year-old John David Stoops, Jr. of South Maple Street, Lebanon is charged in the indictment with three counts of aggravated sexual battery. His bond is $125,000 and he will appear for arraignment in DeKalb County Criminal Court August 1. At the time of the first offense in 2013, the victim was 6 years old.

Stoops was named in a sealed indictment returned by the DeKalb County Grand Jury on Monday, July 18.

According to the indictment, between the dates of May 1, 2013 and May 1, 2014 in DeKalb County, Stoops (twice) did intentionally, knowingly and unlawfully accomplish sexual contact with a person less than 13 years of age (victim was born December 15, 2006) and a third time between the dates of January 1 and December 1, 2016 when the child was 9 years old.
